While the NDMC is responsible for national coordination of disaster management activities, it important to that the various spheres of government have jurisdiction on all disaster management matter pertaining to their powers and duties as set out in the Disaster Management Act, 2002 ( Act 57 of 2002). This means that operational issues and challenges at the sub-national spheres must be dealt with by the respective Disaster Management Centres.  With regard to province, the MEC responsible for the department in which a provincial disaster management centre is located is responsible for the overall function of the Provincial Disaster Management Centre. The Council of a district or metropolitan municipality is responsible for the provision of oversight on the delivery of disaster management services.
