DCoG AND CSIR Forge Groundbreaking Partnership

The Department of Cooperative Governance (DCoG) led by Director-General Mbulelo Tshangana signed into operation a groundbreaking Memorandum of Understanding (MOU), with the Council for Scientific and Industrial Research (CSIR) represented by CEO Dr. Thulani Dlamini to enhance governance and service delivery.

This strategic alliance is set to harness CSIR's extensive research, development and innovation (RD&I) capabilities in support of DCoG's constitutional mandate.

This MoU establishes a collaborative framework for research, technology development, training, technology transfer, and dissemination of knowledge to benefit the public and advance national interests. The collaboration will thus, amongst others, improve service delivery, promote sustainable development, and strengthen governance mechanisms in all spheres of government.

The MoU between DCoG and CSIR represents a significant milestone in the pursuit of sustainable development and efficient service delivery in South Africa. This landmark partnership is set to drive transformative change, build resilience, and elevate the quality of life for all citizens. It sets a precedent for future collaborations aimed at leveraging scientific research and technological innovation to address the country's most pressing challenges.

Broadly areas of collaboration and co-operation will encompass, Technology Innovations and Commercialisation; Municipal Functions and and Governance Enhancement; Sector-Specific Technologies and Infrastructure; Policy and Strategic Initiatives; Community and Identity Services, to cite but a few.

This collaborative undertaking marks a turning point in addressing several key areas, including:

  • Disaster Management systems, software, infrastructure, techniques, and processes.
  • Professional services, such as advisory and consulting.
  • Smart City infrastructure and technologies.
  • Cyber-security and cyber-defence.
  • Rapid response and intervention control services.
  • Research and development of digital technologies, including AI, data analytics, remote sensing, blockchain, IoT, and more;
  • Citizen and community satisfaction surveys.
  • Renewable Energy/Energy Technologies, including smart metering infrastructure, techniques, and processes.
  • Climate Change Technologies and Processes.
  • Water Technologies and related Infrastructure, including smart water technologies.
  • Urban and Built Environment Technologies.

Key stakeholders from both CSIR and DCoG attended the signing ceremony. The event underscored the shared commitment of both organizations to enhance governance and service delivery in aid of a better life for communities.​
