PURPOSE:

Purpose: To facilitate the development, assessment and implementation of multi-sectoral disaster risk reduction frameworks and plans and promote education, training and public awareness among role-players and communities to ensure disaster risk avoidance and built community resilience.

Functions:

  1. Promote education, training and public awareness among role-players and communities
  2. Facilitate the development and implementation of disaster risk reduction (ORR) frameworks, disaster management plans and criteria on the assessment of disaster management plans.

 

CHIEF DIRECTORATE: POLICY, INSTITUTIONAL DEVELOPMENT & COMPLIANCE MANAGEMENT​ 

                                         
PURPOSE
:

Purpose: To develop, strengthen and manage the regulatory frameworks and oversee institutional arrangements relating to disaster risk management.

Functions:

  1. Manage and oversee the development of disaster management regulatory frameworks, the functioning of Institutional Structures and the assessment of compliance to disaster management legislation
  2. Oversee the implementation of the Fire Brigade Services Act, 1987 (Act No 99 of 1987), policies, strategies, and frameworks nationally.

CHIEF DIRECTORATE: DISASTER PREPAREDNESS, RESPONSE AND RECOVERY COORDINATION

                                         
PURPOSE:

PURPOSE: To develop and oversee the implementation of all response and recovery strategies and projects following a disaster in an integrated and development manner.

Functions:

  1. Coordinate and develop national disaster response and recovery strategies and plans.
  2. Develop and implement guidelines and templates on disaster damage assessments, classification, and declaration processes.
  3. Develop national seasonal contingency plans to ensure seasonal hazards preparedness, response and recovery.
  4. Develop and implement Standard Operating Procedures for response and recovery management efforts/systems.
  5. Coordinate and activate the National Disaster Operation Centres during disaster response and recovery interventions.
  6. Coordinate and activate joint operation committees to respond to various hazards and disasters.
  7. Establish and implement mechanisms for funding disaster risk management.
  8. Develop and implement disaster funding guidelines and frameworks.
  9. Oversee and coordinate the implementation of reconstruction and rehabilitation projects that incorporates the "Build Back Better" principle.
  10. Coordinate the development and implementation of post-disaster review reports.

DIRECTORATE: DISASTER RISK ASSESSMENT AND EARLY WARNING
                            


PURPOSE:

Purpose: To establish and maintain intelligence, geographic information, and management and early warning systems

Functions:
  1. Generate and maintain a national indicative disaster risk profile.
  2. Develop and roll-out OM early warning systems and dissemination of early warnings to vulnerable communities.
  3. Establish and maintain geographic information management Systems for ORM and maintain appropriate spatial information.
  4. Gather information on all aspects of OM and disseminate to stakeholders and vulnerable communities.
  5. Monitor and evaluate compliance related to disaster management spatial information.

DIRECTORATE: INFORMATION TECHNOLOGY AND KNOWLEDGE MANAGEMENT SERVICES​​


PURPOSE
: 

Purpose: To establish and maintain information and communication systems and knowledge management services.

​Functions:

  1. Oversee the installation and maintenance of computer infrastructure, including networks, technical support and emerging technologies.
  2. Coordinate the design, development and maintenance of data and business application systems.​
  3. Coordinate the development of knowledge management services inline with policy on data, information and knowledge management.​
