​Chief Directotate: Integrated Provincial Disaster Management Support, Monitoring and Evaluation

Purpose: To develop and oversee the implementation of an integrated provincial support, monitoring and evaluation system for Disaster Management.

Functions:

  • Monitor, report and evaluate the implementation of disaster management legislation.

  • Conduct impact evaluations on disaster incidents and programs.

  • Develop an information and knowledge management system for disaster management. 

Directorate: Performance Monitoring and Reporting

Functions:

  • Develop a Monitoring and Evaluation Framework for disaster management.

  • Coordinate the submission of quarterly reports from provinces.

  • Ensure the establishment of credible database for disaster management.

  • Conduct evaluations on disaster incidents, response and recovery.

Overview and Objectives

The Chief Directorate: Disaster Management Monitoring and Evaluation develops and implements integrated support to provinces, and a monitoring and evaluation system for disaster management and fire services.

The sub-programme is responsible for:

  • The development of the Disaster Management Monitoring and Evaluation Framework and a M&E multi-year implementation plan. 

    • The plan will ensure the systematic development of an M&E system that will produce the required outcome of an "integrated and coordinated management that focuses on preventing or reducing the risk of disasters, mitigating the severity of disasters, emergency preparedness, rapid and effective response to disasters and post-disaster recovery" by the National Disaster Management Centre (NDMC). 

    • The elements of the Implementation Plan include amongst others the development of a Central Disaster Management Information Database and also that an impact evaluation on coordination and performance of disaster be conducted.  Data is available from 2010 – 2015 on declared disasters for all provinces.  This will be utilised for the evaluation.

    • This will also ensure that the NDMC effectively and efficiently implement its mandate as required by the Disaster Management Act.

  • Policy implementation evaluation on coordination of Disaster Management by provinces.

    • This evaluation will test the extent to which the Disaster Management Act and Framework are being implemented across the three spheres of government.  Focus will be how disasters are implemented and coordinated across the spheres of government as required by legislation i.e. interdepartmental and intergovernmental coordination of disaster management.  It will cover the 4 key performance areas as reflected in the Disaster Management Framework.

    • The evaluation will verify and validate whether:

      • The implementation of the Disaster Management Act and Framework is on track,

      • The right things are done right the first time e.g. steps before, during and after a disaster incident,

      • There's commitment and smooth coordination amongst the participating departments across the three spheres of government,

      • The complex interdepartmental change effort is being managed effectively and in an integrated way,

      • The programme is organised appropriately and resourced adequately to achieve its intended objectives at all levels of government.

  • Build capacity in the provinces for effective implementation of the Disaster Management Monitoring and Evaluation Framework.
